Buyer's guide · prices checked September 2026

The 7 best public adjuster software tools

We make one of these, so read this the way you would read any vendor's comparison. The trade we can offer is sourcing: every price below is one the company publishes on its own site, linked, and where a company publishes nothing we say “quote only” instead of guessing. That matters more here than in most categories — several of the “top 10 public adjuster software” pages ranking today recommend products that appear not to exist.

What each one is actually for

Ordered by how many public adjusting firms they fit, not by which is “best” — several of these are not really competing for the same job.

01

ClaimWizard

$99–$250+/mo

The category incumbent, and the one built around how a PA firm gets paid

Pricing
$99/mo Single User, available only to a public adjuster with one adjuster and no staff. Business starts at $250/mo with up to three assignable licenses and $50/mo per additional license. Enterprise is quoted and aimed at 50+ licenses. The site states no setup fee, no signup fee and no contract.
Source: claimwizard.com/pricing
Best for
Established public adjusting firms that want the file, the fee split and the firm reporting in one system, from a vendor that has been doing only this for years. If your bookkeeping has to live where your claims live, start here.

Watch out

The $99 rung is genuinely restricted — one adjuster and no staff at all — so the real entry point for anyone with an assistant is $250/mo, and it climbs per license from there.

02

HailMate

$79–$499/mo

The field half of the file, with radar-verified storm history no PA suite sells

Pricing
Flat per firm rather than per adjuster: $79/mo for one state and one user, $149/mo for three states and up to three, $299/mo nationwide for up to ten, $499/mo nationwide with no seat limit. Annual is ten months' price. Month-to-month, published, no setup fee.
Source: hailmate.ai/pricing
Best for
Storm-driven practices — hail and wind files — and any firm whose bottleneck is documentation and field time rather than bookkeeping. It is the only product on this list that will tell you which hail days hit a specific address, how big the stones were, and how confident the radar reading is, which is the date-of-loss argument settled before it starts.

Watch out

No contingency-fee or trust accounting, no state-specific PA contract library, and no licensing or CE tracking. Firms that need those in the same system should buy ClaimWizard or Claim Titan and, if the storm data matters, run HailMate alongside.

How it works for PAs
03

Claim Titan

Quote only

Built for the whole property-claims industry, not only public adjusters

Pricing
No published price. The site says it is "competitively priced with no hidden fees," that every user gets full access to every feature, and directs you to a demo for the number. A 30-day money-back guarantee and same-day setup with data migration are stated.
Source: claimtitan.com
Best for
Firms that want automatic fee calculation — flat fees, percentages and referral splits — and mixed teams where public adjusters, estimators and contractors work the same files.

Watch out

You cannot compare it on price without a sales call, which is the same problem the roofing category has. Ask for the total annual cost including every seat before you weigh it against anything published.

04

claimOS

$199/mo + $99/seat

The newest of these, sold as one plan with everything switched on

Pricing
$199/mo covers the workspace and the first seat; every additional teammate is $99/mo. Client logins are unlimited and free. One plan, every module, no setup fee, no annual contract.
Source: claimos.net/pricing
Best for
Small firms that hate tier shopping. One price, everything on, and new modules included as they ship — which is a genuinely good structure if you believe the roadmap.

Watch out

The per-seat step is steep for a growing firm: five adjusters is $595/mo before anything else. Verify what the weather module actually returns for a specific address before you count it as storm evidence.

05

Xactimate (Verisk)

Quote only

Not case management — the estimating language both sides argue in

Pricing
Verisk publishes no price list. Buyers commonly report roughly $150–$300/mo for a single user month-to-month, and meaningfully less on annual terms. Training and certification are priced separately.
Source: our Xactimate pricing breakdown
Best for
Any firm writing its own scopes. This is not really optional — the carrier is working in Xactimate, and arguing a scope in a different language puts you at a disadvantage that no case-management system fixes.

Watch out

It is a second subscription no matter what else you buy, and it does nothing about documentation, deadlines or the client. Do not let a vendor tell you their product replaces it.

06

CompanyCam

$63–$199/mo

Photo documentation as a standalone subscription

Pricing
Core $63/mo (1 user), Crew $129/mo (3 users), Scale $199/mo (3 users), billed annually; extra users +$29/user/mo on annual terms. Monthly billing runs roughly 20% higher.
Source: companycam.com/pricing
Best for
Firms whose case management is fine and whose photo documentation is a mess. It is very good at the one thing it does.

Watch out

It is a separate bill for a capability HailMate, ClaimWizard and Claim Titan all include. Adding it to a case-management subscription is usually paying twice.

HailMate vs CompanyCam
07

Brelly

Quote only

AI claim organization, aimed at the policyholder as much as the advocate

Pricing
No published pricing. The site routes to a demo request. Positioned around automatic document sorting, plain-language policy explanation and AI-assisted correspondence.
Source: brelly.com
Best for
Firms drowning in policy documents and correspondence who want AI to sort and summarize rather than to run the practice.

Watch out

The product is built as much for policyholders managing their own claims as for adjusters running a book of them. Establish which you are being sold before the demo.

How to choose

Seven questions worth asking before a demo

The first one sorts the whole category. The rest are the ones that cost money later if nobody asks them now.

01

Is your bottleneck the paperwork or the field?

This is the question that sorts the whole category and almost nobody asks it first. If files are stalling because fees, documents and firm reporting live in four places, buy a PA suite — ClaimWizard and Claim Titan are built for exactly that. If files are stalling because documentation is thin, inspections are slow and nobody can prove a date of loss, a desk-first system will not help you and a field-first one will.

02

Per adjuster, or per firm?

Most of this category prices per license or per seat, which means growth costs you again every time you hire. Five adjusters is $250 plus two extra licenses on ClaimWizard Business, or $595/mo on claimOS. Work out your price at the headcount you want in two years, not the one you have now.

03

Can it answer "was there a storm here, and when?"

On a hail or wind file, date of loss and causation are argued every single time, and the answer is public NOAA radar data. Almost nothing in the PA category surfaces it, so firms either buy a separate hail-map subscription or argue from memory. Ask any vendor to show you the storm history for a specific address, with estimated stone size, and watch what happens.

04

What happens with no signal?

A storm-damaged neighborhood is frequently one with no bars. A tool that needs a connection to save a photo or a note will quietly lose you documentation all season, and you will not find out until you need the file.

05

Does the client have somewhere to look?

The largest recoverable block of time in a small PA firm is not the claims work — it is the update calls. A portal that lets the policyholder see where their claim stands pays for a lot of software.

06

Published price, or a sales call?

Quote-only pricing is not automatically bad, but it makes comparison impossible and the number usually moves with your headcount. Ask for the total annual cost, every seat and every add-on included, before you weigh it against anything published.

07

Who owns the data if you leave?

Ask for an export before you sign, not after you are unhappy. A claims file with years of photos and correspondence in it is the least portable thing a firm owns.

The short version

  • Files, fees and firm reporting in one place? ClaimWizard. It has done only this for years, and the $99 solo rung is the cheapest real entry in the category if you genuinely have no staff.
  • Storm files, and tired of arguing date of loss? HailMate. Radar-verified hail and wind history for the exact address, plus the whole file, priced per firm rather than per adjuster.
  • Automatic fee and referral splits, mixed team? Claim Titan — budget for a sales call to find out the price.
  • Hate tier shopping? claimOS. One plan, everything on, free client logins. Check the seat math at your target headcount.
  • Writing your own scopes? Xactimate, on top of whichever of the above you pick. Nothing here replaces it.
  • Only your photos are a mess? CompanyCam — but check whether you are about to pay twice for it.
PA software FAQ

Picking public adjuster software, answered

There is no single answer, and any list that gives you one without asking what your firm struggles with is selling something. ClaimWizard is the strongest fit for an established firm that wants files, fees and reporting in one place. Claim Titan is the one to look at for mixed teams and automatic fee and referral splits, if you are willing to book a call for a price. claimOS is the simplest structure — one plan, everything on. HailMate is the field-and-evidence half, the only one carrying radar-verified hail and wind history for a specific address, and the only one priced per firm rather than per adjuster. Xactimate is not really optional for anyone writing their own scopes, whatever else you buy.

The only one that knows a storm was there

Three years of radar-verified hail and wind on the map, the whole claim file behind it, and a price that does not climb every time you hire. From $79/mo.
